Born on December 22, 1977, in Vladivostok, Primorsky Krai.

1995 — graduated from Bolshekamensk Evening Shipbuilding College, specializing in the installation of electrical and automation equipment. Qualification: Technician-Electrician.

2003 — graduated cum laude from the Far Eastern Law Institute of the Ministry of Internal Affairs of the Russian Federation, where he specialized in Jurisprudence. Qualification: Lawyer.

1995 - 1997 — served in the Armed Forces of the Russian Federation.

March 1998 - December 2015 — worked in Internal Affairs agencies of the Russian Federation.

May 2013 - December 2015 — head of the Federal Migration Service of Amur Oblast.

December 21, 2015 — appointed Minister of Property Relations of Amur Oblast.

Medals from the Russian Ministry of Internal Affairs: "For military comradeship" and "For excellence in service" in the 3rd and 2nd degrees, medals from the Federal Migration Service of Russia: "20 years of FMS Russia" and "For Service" in the 2nd and 1st degrees, Certificate of Merit from the Ministry of Internal Affairs of the Russian Federation.

Mr. Hovrat is married and has a daughter.
