State Duma Approves Urban Planning Specifics at Free Port of Vladivostok

Today the State Duma has approved in the final reading the amendments to the Urban Development Code related to the specifics of urban planning on the territory of the free port of Vladivostok. The law has been approved unanimously. In the nearest future, it is to be passed to the Council of Federation.

The draft envisages completing the basic federal law with the provision that the Federal Law ‘On the Free Port of Vladivostok’ sets the specifics of urban development related to the creation of the free port of Vladivostok forth.

Pavel Fedyav, a member of the “United Russia” faction and of the State Duma Committee on Agriculture said that ‘the law introduces a minor amendment to the Urban Development Code that states that urban planning activity on the territory of the free port of Vladivostok is conducted in compliance with Federal Law 212 ‘On the Free Port of Vladivostok’ of 2015’. ‘These amendments do not have to be introduced. They simply bring the Urban Development Code in line with the current situation’ the deputy stated.

As Alexey Russky, vice chairman of the Committee on Transportation and Construction pointed out in his report on the draft, ‘all necessary procedures have been completed. The Committee recommends approving the law in its third reading’ he clarified.

Andrei Andreychenko, a member of the LDPR faction and of the State Duma Committee on Natural Resources, Property and Land Relations, stressed in his turn that ‘LDPR will sure support this law’.

As was earlier pointed out by Alexander Galushka, Minister for the Development of the Far East, nowadays all the developments in the Far East are backed by the systemic regulatory base that was non-existent 3 years ago. In his words, his Ministry is planning to expand the borders of the free port further and to improve its mechanisms.

‘Thanks to the free port regime the Far East sees the launch of new enterprises enabling the regions to gain additional revenue in taxes and new jobs for the population. This mechanism has already proved its efficiency,’ emphasized the minister.

The draft of the law on amending the Federal Law ‘On enactment of the Urban Development Code of the Russian Federation’ related to the specifics of conducting urban development activities on the territory of the free port of Vladivostok was submitted to the State Duma on March 21, 2017. The hearings of the first reading were held on July 5 and those of the second reading – on October 18.

On October 31, President of Russia Vladimir Putin signed the Federal Law ‘On Amending Article 28 of the Federal Law “On the Free Port of Vladivostok”. The law determines the regulatory mechanisms to be applied on the territory of the free port of Vladivostok. The document was prepared by the Ministry for Development of the Russian Far East.

As was clarified by Pavel Volkov, State Secretary – Deputy Minister for the Development of the Far East, the amendments to the law allow to redistribute the authority in urban development between local and regional government bodies.

This federal law completes Article 28 of the Federal Law ‘On the Free Port of Vladivostok’ with a provision on redistributing the authority in the field of urban development between local government bodies and those of the Russian Federation subjects following the procedure set forth in Article 17 Part 12 of the Federal Law ‘On General Principles of Local Government in the Russian Federation’ with the view to creating a favorable environment to attract investment to capital construction objects on the territory of the free port of Vladivostok and providing stability for public institutions to exercise their authority.
